I would suggest maybe having them all meet at a skate rink or a public place or some sort. If your going to do it at home I would suggest lots of adult supervision.

If you have a Wii (or can borrow one) those have a lot of fun party games available for up to 4 people, they are fun to watch too.

If you're worried about them sneaking off and getting in trouble make it so they cannot get anywhere that is out of your eye sight. Give them activities and games to do to keep them occupied. If you worried I suggest you don't have a sleep over with the boys too.

Take them out for an activity-pizza, movies, skating, swimming, etc. Or try having a make your own pizza party, followed by a funny movie. Make sure your daughter knows the groundrules before the party starts (lights stay on, etc) and that all the kids know you're just a room away!

i think you should organize a waterpark party or even a poolparty. or mabye try inviting some clowns or such to animate the party a bit.

Check local recreation centers to see if they do birthday parties. An activity, such as ice skating, will give them something fun to do.
