Actually, 'scene' is a music and fashion subculture involving certain hairstyles, closely tied with the emo subculture. Scene kids are young people of this subculture group, not all children born in a certain period.

Scene kids are a group of kids who try their best to be different and set different trends. such as teasing their hair so its stand 12 inches high on their heads or dying it a neon color to stand out. these kids go through extreme measures to set themselves apart from goths, emos, punk rockers and jocks.

A scene kid tends to be loud but is all for a good time. These kids are full of confidence to the point of being somewhat snobby.

Scene kids are kids involved with art and such. They all hangout together, take and post tons of pictures of themselves, go to tons of shows and have bleach blonde or black hair with random colors in it. They also wear eye liner a lot. They are normally outcast in life.
