You could have a sexually transmitted disease but it is probably a heat rash or razor burn. It really depends on how you are cleaning yourself and taking care of your genitals.

Small red bumps on your genitals are definitely not a good thing. Do you have a sexually transmitted disease? You very well might. You should get tested.

You might have genital warts. The only way to be sure is to see your doctor. It's something that can be cleared up with medication.

Yes, it is possible that this is due to an STD. If you shave that area, it is also possible that you have razor burn.
