Basically they are extended shift and rear brake linkage. They are designed to move the pegs and pedals farther forward then the stock setup. This is a popular modifications for cruiser style bike since it add some style and comfort while reducing ride-ability.

Forward controls refers to the placement of the foot-pegs on a (usually cruiser style) motorcycle. It's not like On standard motorcycles where the pegs are underneath your butt, instead the pegs are moved up front so you stretch your legs forward like a reclining chair and can sprawl out.

The controls are the ones on the bottom by your feet. forward controls are the forward levers by your feet that you would use the front of your feet for.
