A dado rail, or chair rail is a molding fixed horizontally around the perimeter of a room, usually at a height of 36". It is meant to protect the wall from damage by chairs hitting the wall. It can often be decorative-a carved molding, or a simple strip of wood. It is sometimes wide enough to display knickknacks or pictures.

Dado rails are a type of moulding that are fixed horizontally to the wall around the perimeter of a room. I can't post a picture here, but if you do a search on Wikipedia you'll see what they look like.
