Crustal plates is the rigid layer of the Earth's crust, which is believed to move slowly, or you can say it slides constantly but really slowly. The Earth's crust is the outer layer of the Earth on which we move, or you can say the layer which is visible to us.

Crustal plates represents the Earth's outer layers. There are approximately a dozen great pieces, also called lithospheric. The interactions of these plates is what plate tectonics is all about.
