Start with the basic by-laws structure -- purpose of the organization, officers and duties, etc. Add in membership requirements; is the club for parents, the general public, alumni, students, or all groups? Under funds, set an amount for dues; indicate that money raised will go to support the target group.

School laws differ from state to state. I would contact the state deparment of education in your state. All state pretty much agree that booster clubs not interfere with curriculum.
