Yes. Laminate flooring is generally installed as a "floating" floor, meaning it is not glued/nailed to the subfloor. The reason for this is the flooring may expand/contract with temperature/humidity changes, and a gap is left at the wall to allow the flooring to move without binding or buckling. If the baseboard is installed over the flooring, it hides the gap.

Though laminate flooring does not have to be installed under the baseboard, it is better if you do install it under the baseboard, but be sure not to install it right up against the wall. It is important to have a slight gap between the flooring and the wall as the pieces can expand during times of high heat.

To prevent shrinkage and warping, install laminate flooring flush with wall whenever possible. Older or difficult homes, install up to baseboard and use matching color or clear caulk type sealant.

For the best finish, the baseboard should be removed and installed on top of the laminate flooring. This will eliminate any possible gaps between baseboard and flooring.

Laminate flooring should be installed under the baseboard in order to conceal the perimeter cuts. Otherwise, the border where floor meets wall will not be exact.
