If it has been setting out at room temperature for two day then it is at risk for food born bacteria. I would discard it immediately. Freezing it would not guarantee that all the bacteria would be killed.

If it has been previously frozen, then no, you should not refreeze it. I am of course assuming that you mean it has been sitting out in your fridge, not just randomly sitting out on a counter somewhere. With that in mind, it would be advisable to freeze it if you are not going to use it within a day.

Throw it away now!!!!!! Never, ever, leave meat out on the counter for long periods of time. It can cause salmonella poisoning or E Coli. The best way to thaw meat is to leave it sit in the fridge for a few days or under cold water in the sink.

Meat shouldnot be kept outside for more days. There is no harm in keeping it in the freezer but you should check once whether the meat has been spoiled as a result of exposing it for two days. If you are confident about its freshness, better to freeze it because the germs if present, will be killed at freezing point.
