You should try restarting Windows in Safe Mode (by pressing the F8 key as your computer boots up) and try scanning the computer again.

Depending on the file you can try various programs like Malwarebytes Anti-Malware, Lavasoft's Adaware, or as a last case scenario try Combofix. If those don't work you can try to manually delete the file if you know where it is. You will need to start the computer in Safe mode first.

First, make sure you have an up to date version of Norton. You should be getting weekly updates to the virus files. If not, log into Norton and download the latest update. Note, you must have a paid subscription to get updates. (My Norton is on auto renewal. ) If Norton still can't, try McAfee.

You should google search malwarebytes and download the free version. This software rocks and has been able to remove all kinds of viruses from my pc.

Try another anti virus software to see if it can remove it. Some virii are harder to remove. You might need to google the name of the virus (if known) and see if there are instructions on a respected site to manually remove the virus. Once you remove it, scan again to make sure it's 100% fully removed.

There's a chance that the file is not actually a virus but a spy ware. There was an instance where needed to run one spy ware program because there was a file that was blocking my main spy ware program from working. You might need to run a different program.

If you have successfully identified the virus file name you can check for further instructions by using a search engine to see what others have done to remove it. Most of the time viruses may be removed manually by reading and closely following instructions that online techs have previously posted.

There are free anti-malware and/or antivirues. Try downloading "Avira Antivir Personal" or "Malwarebyte". They're free of charge. If the virus is very persistent, then do a reload of Windows.

Well the first thing to do is look online for a virus specific removal tool. Then use this to remove it and rescan to make sure it worked.
