Yes it is. Lip balms and preparations all contain a vasoline products with some kind of flavoring. It's also wind and waterproof. A thin coat is all you need in all weather.

Vaseline is great for chapped lips. At night, apply a generous amount to your lips and leave it on while you sleep. You should see an improvement the next day.

Vaseline will works great for lips. Mothers use it on their babies to keep their skin from drying out so it would work the same for your lips.

ofcourse it is good moisturiser and it helps healing of dry skin everywhere because of its intensity and can be used very well for a dry skin
