Is there such a thing as snare drum tuning?

What note should they be?

A snare drum should be tuned as the head becomes broken in. Ensure that the head is evenly tensioned and tune it to G / B-flat (for a 6.5" drum).

Yes, you can tune a snare drum, and just about any other drum for that matter. You can't generally tune them to a specific note because they produce a complex tone of many different frequencies when hit. Your best bet is just to experiment and find a tone that you like.
