Is there software that converts the audio on a DVD to editable text on a computer?

Dragon Naturally Speaking is a good mp3 to text program, however as most voice recognition software is fairly recent to construct it may not be 100% accurate. Background noise can cause interference that may make it difficult or impossible to transcribe. Also, the dvd audio would first have to be ripped to a readable format.

No. It would have to be some serious military grade software, to pull something like that off. However, if it is a movie DVD, with subtitles available, you can easily copy them to your computer and edit them with any text editor, such as Notepad.

What you are looking for is called "speech to text" conversion - which is still a very active area of research! So even though there may be some software, none of them will do a good job. On the other hand, most DVD movies have subtitles... you should be able to extract that from the DVD and work on that.

you could use text-to-speech software but those products have a long way to go before they can replace human dictation - it would at least provide a base for you to work from correcting yourself though.

There are speech-to-text systems like Dragon NaturallySpeaking, but they're more commonly used for a live speaker dictating to the computer. They would struggle with the sort of audio that you're likely to find on a DVD, so if you're looking to make automated subtitles I think you're out of luck. Such software might however work with audiobooks and the like.

No. I think no software exists to convert DVD audio to editable text. But software exists for speech to text. (e.g) Google voice, Dragon speech recognition
