The mirrors have refection producing property due to coating of certain chemicals on the back of ordinary glass pane. This coating is normally expected to withstand the exposure to water and moisture but if this caoting has come out or has peeled of due to flooding then there is nothing that you can do about it.

About the only thing you can do that I know of is take the mirrors to a glass cutter and have the damaged part cut off.

Because mirrors are basically a piece of glass covered by a thin layer of condensed silver, a quick fix be achieved using distilled water, pure silver nitrate, Rochelle salts, and amonia water. The result will depend of the extent of the damage. However, it will look like a new one.

You can take the mirror to a glass and mirror shop and they can reglaze the whole mirror. You might need to get a new frame if it has one.
