Yes there are lots of predicable ways of predicting the weather. Such as looking at weather patterns and the climate.

To be 100 per cent accurate, no. Weather has a way of changing it's track or pattern at any time and sometimes that even makes the weatherman wrong. Many people swear that you can tell coming weather by the way nature is acting. The "pink sky at night, sailor's delight," many times holds true.

There are several ways to "attempt" to predict the weather. The easiest is to look off into the distance and see what types of clouds are heading your way. A slightly more difficult but more far seeing strategy is to use a barometer. Monitoring changes in air pressure can clue you in to what may be heading your way.

Yes there it is. Look outside your window and that will tell you what the weather is. As an example, if the leaves on a tree are pointing down, that means it is going to rain.

The reliable way to know the whether is before raining the sky would be dark. Sometimes thunders would be there with lightings. If the whether is clear the sky would be clear.
