Yes! There is a ton of fan fiction using the characters and places from the Harry Potter series. Keep in mind that this fan fiction is not condoned by J.K. Rowling though. You will find lots of it on the internet.
You should be able to find fan fiction online, but I don't think you'll be able to get any in a store--copyright laws would prevent anyone from using the characters.
