Is there a particular design for basement bar cabinets?

I want to have shelves for glasses but also decorative stuff.

No, there is no particular design for basement bar cabinets. Two good options are glass-front upper cabinets and "floating" shelves, both of which will show off your glasses and your decorative items. The glass-front cabinets are lovely, but they are considerably more expensive than installing floating shelves. You may be able to save by using standard size cabinets.

You may want to consider purchasing a Howard Miller bar cabinet. You can open the cabinet to to display all of your fine china, wine glasses, and wine bottles. Wine bottles are easily accessible on the bottom half, while the top displays wineglasses, and the middle is great for china.

Nope, there is not. You can make your own design if you know the common features of a bar and its usability, but still it is better to get profesional help, it is not expensive.
