A store or place of business can refuse anyone at any time - unless it is discrimination. For example, they can refuse you because they do not like you, but not because your are African American.

Yes, a store has the right to refuse to serve any customer their services. If you violate a stores procedures, not wearing a shirt etc, they can refuse to let you be their customer. This is done in order to protect stores from people whom have stollen from them or do not present them self in the right manner.

Most stores and business have the policy of being able to refuse service for no reason. The problem in refusing service only applies when someone is being discriminated against. This would include laws that protect against racial discrimination, gender discrimination. Laws can also protect those who are breastfeeding or have an animal helper.
