Is NUCOA butter a good alternative for someone who is allergic to milk?

The short answer is "yes" with an if, the long answer is "no" with a but. Nucoa is a hazelnut based spread that is fine for people that are lactose intolerant (i.e. allergic to milk). However, a lactose allergy can signal other hypersentivity tendancies and tree nut allergies (i.e. hazelnuts) can be deadly. Eat with caution and moderation.
