Is it safe to cook frozen meat in the crockpot?

A crockpot is considered a slow-cooker appliance. It works by cooking foods at a low temperature for several hours. I would defrost the meat before the cooking process because it will take many more hours to cook. You can do it, but must check the meat's internal temperature.

Yes, so long as you adjust the cooking time to account for the frozen condition. The test of the "doneness" of meat is internal temperature, not method of cooking. Use a meat thermometer and make sure the internal temperature is within safe parameters.
