Is it possible to teach my rat to fetch?

Rodents have considerable problem solving ability. They work by trial and error; try this, try that, and remember what works. Present the problem as interesting,(food related)to the rat. Take something small and place it by him. If he picks it up, take it and give a seed reward. Then move it farther away from you. Repeat. Might work.

Depends on what you want your rat the fetch? I am trying to figure out who would keep a rat for a pet.

The answer is, NO. The intelligence that a rat has is very limited. The mouse will never be able to comprehend what the owner is trying to accomplish and it will completely ignore it.
