Is it okay for a 13-year-old to be dating a 16-year-old?

No it is not okay. I assume the 13 year old is the girl, but either way 13 is much too young to be dating. A 16 year old has other interests than a 13 year old and need to stick with people of their own age.

Yes, It's okay because it's only a three years diffrence. As long as they are smart about it, then it's fine.

yes it ok cause sometimes its not the sixteen year olds that comto the thirteen year olds and ask them out when i was sixteen i dated a thirteen year old
