There is no harm in buying a used stethoscope as far as it functions properly. If the stethoscope's tube is choked , then it would not provide accurate results.

Yes, as long as it's sterile and in working order you can buy a used stethoscope. But make sure it's clean before you buy it.

as long as their is no puss, or gangerene attached to it. and you may want to sterilize it to wipe out any traces of MSRA
