It all depends on the bond you have with your friend, before you begin dating him it would be best to have a talk with your friend and explain the situation so she isn't hurt by the new relationship. You can put yourself in her shoes and do what you think best for all the parties involved.

Yes, you can ask him out, but it is definitely a good idea to talk to your friend first and at least give her a heads up about the situation so that there is no bad blood between the two of you.

If you want to keep your friend, I would advise against it, or at least ask her first and see what she says.
