Is it legal to have LED lights on a car in Ohio?

They are allowed with certain criteria, ie candle power, placement, etc no flashing lights except hazards or turns. Start by checking Ohio Revised Code, section 4513. 17. Also a call to your Registry of Vehicles can probably answer your question.

As long as the lights aren't blinding to the human eye, such as the Brights on your car, then they are perfectly legal. The tube of the light should not be visible, and the light is not allowed to flash.
