Yes. Nearly 90% of the time you'll need to reference a style guide, it will be for formatting issues. A Pocket Guide will give you examples of formatting and citations in whichever style you're using along with an abridged explanation of stylistic conventions.

Yes! If you are in college and just learning on how to site sources and when to use end notes and foot notes, it is invaluable. If you are using a type of citation you aren't used to (for example if you have to use Chicago in some classes and APA in others) it will help you keep things straight

It can be helpful in a pinch. Say for instance you're stranded on the highway, and you don't know how to change a tire. A pocket manual would help.
