It means that she is either an order of nuns that where a white habit, or she is a novitiate (initiate but not full member) nun of an order that where black habits. The novitiate is an initiate, someone who wants to join, but has not yet been accepted as a member for life.

In Catholicism, only a nun would wear a white nun habit, therefore she would be a nun. There is no significance if a non-nun wears a habit.
