In Arkansas, can my employer hold my paycheck?

An employer may not withhold a paycheck for any reason. Call the local Labor Board office and file a complaint.

No matter what state, it is illegal for your employer to withhold your earnings that are due to you. Mention this to your employer and they should release it to you.

The simple answer to this question is no, unless they have a way of proving that you actually owe money to the company you work for. In that case the company is allowed to withdraw those funds directly out of your paycheck. If they are unable to prove that you owe money then they cannot legally withhold your paycheck.
