If you ony have one parent in common, then you are half brothers. You still share DNA, and that makes you related, but now as much as brothers with the same father and mother would share. If you share a parent by marriage, you are step brothers and you don't share DNA.

If you have the same father but different mother then he is your half brother so yes he is still your brother because you have the same father.
