If someone dies without a will or estate and there is a check made out to their estate where does the money go?

If someone dies with out a will, the estate is probated. Funds made payable to the individual or to the estate become part of the estate, which is administered by a executor appointed by the court.

To the executor of the estate or the heirs, depending upon the timeframe it's received. However, you need a court order to cash it.

the check will be made out to there closes living relatives and if that person doesn't want it, it keeps going down the list of relatives

It depends. There will probably be taxes that need to be paid. Then the left over money is given to the estate and whomever the they left the money to.
