If I'm building a balloon rocket on a string, how do I make the balloon come back on the string?

Aim the string so that it is at a high angle upward, nearly 90 degrees. Due to the weight of the rocket and the balloon, the balloon rocket will then fall back to Earth once the propulsion no longer counter acts the effect of gravity. However, be careful to stay far enough back to not get hit as it falls.

You just have to put something on the string like a piece of straw and it will guide the rocket back down the string. You want to make sure that the straw is big enough to allow to easily slide on the string as if the string loses contact with the pipe it will crash.

I think that's pretty impossible unless you place the string directly underneath the area of launching. I've never seen that possible.
