If EPROM is programmable more then once, then why is it included in ROM?

Because it requires a special procedure to be erased, usually exposure to UV light. This procedure is not usually performed while the EPROM is fitted in a circuit.

EPROM or Electrically Programmable ROM is something that can be reprogrammed, but only under extreme circumstances - like when your PC just doesnt work, but not on a regular basis.
