The most common reason a control panel won't open in Windows ME is malware. Restart in safe mode, clean with application and try again. If not resolved used system restore.

I bet your computer has been infected with a virus. Therefore, you should take some good caution and get yourself a pretty good anti virus program. I would suggest that you deal with Norton. Norton is the best of the line and in all of time. Your panel should work again.

Maybe the files associated with. cpl extension have become corrupted. If you had created a system restore in past you can try that for getting back those setting which were 100% fine. But if you had not created any restore point then you can try installing windows ME again. Also check you PC for viruses with a good anti virus program.

Do you have anti-virus software? It's possible that a virus is preventing you from opening the control panel. I suggest you do a virus scan and see if that helps.
