How should I choose romantic cards for Valentine's Day?

There are too many choices, and I don't know what to pick.

Try to select a card that honestly expresses how you actually feel about the person you're giving it to. Aside from that, consider finding a card that you would imagine your partner might find aesthetically pleasing. Whatever the case, keep the person's personality in mind when making such a purchase.

You should simply pick the one that most brings to mind your sweetheart. Alternatively, you could get a blank card and write your own feelings.

I had this problem as well. My solution is I now make ALL my own cards. I buy scrapbooking stickers and die cuts and either make up my own card sayings of how I really feel, or find a really nice poem or saying online. If you use a saying online, you need to give them credit for it.
