Technically you can breed any female dog at their first heat cycle which is around 4-6 months. Most breeders wait until their dogs are at least a year old if not older so that the dog has a better chance of having a healthier pregnancy and healthier pups.

Any dog should be at least a year old before she is bred, ideally two years. Never breed a dog on her first heat, wait until at least her second or third.
