Brake pads should be changed when the pad has worn down to 1/8". Some pads are equipped with metal tabs that squeak on the rotor when its time to change.

If you brake squeaks constantly you should replace them. This indicates metal on metal contact than can cause rotor damage. If they only squeak when cold you may need to apply some silicone to the back of them to quite them. Check the brake every few thousand miles.
