The lower house of Congress, the House of Representatives, currently has a fixed membership of 435 members. It is assigned propportionally by population but each state is entitled to at least one representative.
Not counting the 100 senators, there are 435 U. S. congressmen, plus 5 non-voting delegates from territories and from the District of Columbia, plus 1 Commissioner from Puerto Rico.
