There is no time frame after which it is okay for a basement to let water in. Depending on the law in your state, the warranty issued with the home and other factors, the contractor may be liable for at least two years after completion of construction.

The builder is responsible for a reasonable amount of time if he warranted that his work would keep the basement dry. The builder is not responsible for conditions which he was not aware of, or had no reason to know would be an issue. It will really come down to what your builder promised you, in your contract with him.

There is no responsible legal time frame in writing. Of course if it lets water in right away, and your contractor guarantees his work, you would have a warranty claim.

It depends on what the contract says when you signed it. I would suggest you look at the Home Improvement Consumer Protection Act which was passed by the PA legislature in 2008 and see if your question can be answered by the act and if you are protected by it if your basement is defective.

The builder is responsible for a full month period after building the basement. It needs to remain dry from the time is built to the time it is legally accepted.
