Measure the crotch part of the jean (where the seams come together) up the zipper to the buttons at the waist. Your average rise jean should measure about 12 inches.

Rise is measured by taking the measurement from the top of the waist band to the bottom of the crotch. Many retailers will, however, only use words to describe their rise such as low rise, super low rise, and ultra low rise. A "normal" or "average" rise is usually not stated.

The rise of jeans is measures the same as the rise in all pants. From the crotch, up the zipper, to the button on the front of the pants.

Well if it cuts at or below the waist it's called a low rise. And they usually just measure it across as per the width.
