Adding certain salts to the surface of ice increases the temperature at which the water will freese. Sodium and calcium chloride are salts that when placed on ice causes the salt and water to mix and freeze at a lower temp that plain water.

Salt lowers the freezing point of water. The more salt that is present, the lower the temperature at which the water around it freezes. Putting salt on ice at 32 degrees changes its freezing point to about 28-30 degrees, melting it in near freezing weather.
