How does one go about improving his or her personality?

One must be open to seeing others' reactions to one's own behaviours. If others say they view you as odd, or harsh, or cold, then one must use that feedback to change within oneself. If one is not open to performing that self-analysis, then one's personality will never change.

You can only change and control specific behaviors. So rather than change your "personality", think of one aspect to improve, like being more kind, generous, patient, etc. Each day keep track of how many times you engaged in that personality trait. After a week, make it a goal to increase the behavior until you've developed a lasting habit.

Best way to improve one's personality is to improve the company one keeps. If one hangs out with negative people, you'll be negative. And same with hanging with positive people.
