It depends on your religion. I have seen Websites that will allow you to become an ordained minister for weddings and such. (Remember Joey on Friends did it!) But with an organized religion usually it is done through the church.

It really depends on your faith and what church he wants to become a minister in. Some churches let you pay a fee and automatically make you a minister.

Becoming a legitimately ordained minister can be done rather easily electronically. There are several churches and relious organizations online that offer this opportunity. Some are more reputable than others, but personally, I've had success and satisfaction with the Church of Spritual Humanism, Universal Ministries, and the Universal Life Church. Once ordained, file your credential with the local municipality if necessary.

It would be far simpler for your brother to apply to become a Justice of the Peace. The ordination process varies by denomination but nearly always involves a lengthy process to assure calling by god as well as thorough education in Scripture, Church History, Theology, Pastoral Care, etc.

In most Christian churches there is a lengthy process of interviews and steps toward ordination. These include making sure the person believes he is called by God, is qualified, and does well in a prescribed educational program. It would be much simpler to become a Justice of the Peace.

There are online courses you can take to be an ordained minister - sometimes you have to pay a fee, and sometimes not. He could also go to the local church and express interest to the pastor.

There are many fast ways to become ordained that are just that-fast ways. First, one should receive a "calling" inside to do this work. Some people pursue schooling and such to educate themselves. Others become ministers faster. Either way, you have to have a license to be a minister.
