How does a person build up muscles?

A person builds up muscles by weight lifting, doing other strength exercises, and eating a proper diet that is high in protein.

Strength training is key: lifting enough weight that you can do roughly 3 sets of 5-10 reps before exhaustion. Then eating: you need to eat more calories than usual, and lots of protein in particular. Lastly, genes: Any healthy person can gain some muscle, but may be limited by genetics.

To build up muscle, the key thing that you want to do is lift weights. To find a place to lift weights, try your local gym. Key exercises to do are bench, power clean, and squats. Get somebody to take you and show you how to do it before trying on your own.
