How does a circuit breaker work?

Does it shut off when it gets a surge?

Yes. A circuit breaker will shut off with a surge. That is what happens. A fuse is usually cracked because of it. It is there to suppress the surge so it is ok.

The circuit breaker works due to the constant energy being provided to it. The voltage makes the circuit breaker work and process in a normal fashion. When you get a power surge, the electrical energy is also gone with the surge and therefore the circuit breaker can not function as a result.
