Unfortunately, the mystery gift on Pokemon Emerald is no longer able to be used, due to the fact that it was awarded during time specific events.

The mystery gift is part of a menu option which allows you to receive designated items at special Game Boy Advance Events held by Nintendo. Such events would no doubt be hard to find.

You first have to find the man in one of the shops that asks for the password which is Link Together With All, then you can use mystery gift.
