There is absolutely no short answer for this. The best thing to do is find a site with tutorials, or simply get a book. Search amazon for book titles with the best reveiws and buy one of those.
It is very easy. Double click on the icon and wait when program is gonna open. Then make new document and draw everything you want. It is pretty easy. Or try google for photoshop lessons.
