Sometimes the steering wheel can lock if you turn the wheel too far while the car is off. To unlock it, stick the key in and as you are trying to turn the key to start the car, simultaneously pull on the steering wheel as if trying to turn it.

To unlock a steering wheel on a Toyota you must have access to the original set of keys and then it is quite simple to unlock you must check if it has an unlock panel by the gear transmission it will appear as a key slot, secondly insert the key into the ignition and turn the wheel to the left

The steering wheel will not unlock unless you turn the key 1/4 of the way toward the start position. This is meant to protect the car from theft and also to keep the wheels locked if you're parked on a steep hill. If you lost the key, you can use a flathead screwdriver.
