How do you touch up a car's paint job?

A small touch up can be done with a dab of matching paint on a tooth pick or q tip type brush. A scratch, however, should be properly repaired by a professional to prevent the vehicle from rusting. You would sand down the scratch, use primer sand and paint the vehicle, blending out the color to hide any differance .

Light scratches can simply be polished out using different compounds and a buffer. Deeper ones may need to be filled then sanded with super fine wet sandpaper first. This can be done yourself usually with a touch up pen unless it is a pearlescent or metallic style paint.
