I would best describe cigar plume as a more ridged particle, like salt particles. Mold on the other hand resembles a fine soft dust, and is spread unevenly on the cigar

The plume on a cigar is white in color and can be easily brushed off. The plume is from the aging leaves. Mold is blue/green in color and will not wipe off easily and leaves a stain. If you find that the latter is the case, the best thing to do is discard any infected cigars.
