Once they start it is hard to get them to stop. All you can do is encourage the litter box.

Purchase an enzyme product like "Nature's Remedy" or "Simple Solution" designed to eliminate vomit, urine, and feces from carpeting. Use the enzyme product to keep cats from going again in areas previously soiled. Consult a veterinarian to rule out any medical causes of soiling. Try different types of litter-boxes, cat litters, and litter depths to see what your cat prefers.

If you are lucky, the cat pooped on the rug because the litter box was not clean. Problem over once you keep the litter box clean every day. Scooping out solid waste frequently and adding fresh litter to keep the litter fresh smelling should do the trick. Be sure to clean the rug so no odor remains and problem solved.

A cat will do this because either their litter box is full or they don't like the litter in their box. Try changing litter, or if you have recently changed it, go back to what you were using. Also try a repellent, spray on places where the cat has gone.

If you are providing your cat with a clean litter box and they are popping on a rug, unfortunately they will require medical attention. It is never normal for a cat to urinate or defecate outside of their box.

First you need to take your cat, or dog to the vet. This will be a big problem if you don't have the animal checked out by a vet.
